Primary Education of the Natives in Madagascar

THE OFFICIAL DECREE
ARTICLE 73. — Native inspectors not giving satisfaction shall be reinstated in the cadres to which they previously belonged, under the conditions provided in article 37 of the present decree.
ARTICLE 74. — On their rounds they receive a daily allowance of 3 francs for travel and transport expenses; in addition, two baggage porters are provided for them.
TITLE III — Private Education
ARTICLE 75. — Private schools are founded and maintained by individuals or associations.
ARTICLE 76. — Recognized as private schools are the private educational establishments defined below:

Private establishments directed by certified native teachers satisfying the official prescriptions relative to the organization of primary schools; 2. Establishments directed by European teachers in which is applied either the program of the regional schools of industrial and agricultural apprenticeship, or the program of one or the other section of these schools;

Normal schools (or normal courses) at the rate of one per association and per school district;

Girls’ schools directed by European schoolmistresses.
ARTICLE 77. — Private schools can only be created by virtue of a special authorization from the Governor General, after the opinion of the head of the education service and of the provincial chief, to whom applications must be addressed.
Opposition may be made to the opening of a school in the interest of hygiene and morality. The choice of premises must be approved by the provincial chief.
They are placed under the inspection of school and administrative authorities.
ARTICLE 78. — Private educational establishments or sections of private schools not fulfilling these conditions may not receive children over the age of 13, unless these establishments are seminaries or evangelist colleges, authorized by special decision of the Governor General.
ARTICLE 79. — The establishments referred to in the preceding article do not come under the education service, but exclusively under the administrative authorities. The latter ensure that the teaching given in these schools is neither seditious, nor contrary to the laws and to morality.
ARTICLE 80. — The master of each school, including those of the schools referred to in article 56, keeps a register, on which are inscribed the names of the students, the date of their birth, the date of their entry into the school, the name and domicile of their parents. He also keeps a roll call register.
ARTICLE 81. — Private education may receive no subsidy of any kind, from January 1, 1905.
ARTICLE 82. — The Secretary General, the head of the education service, the administrators who are provincial chiefs and circle commanders are each charged, in their respective areas, with the execution of the present decree.
